First Quantum shares sink 28 per cent after Panama announces referendum on mine deal

TORONTO — Shares in First Quantum Minerals Ltd. lost more than a quarter of their value on Monday after the president of Panama said over the weekend that he would hold a referendum on a law that cleared the way for the company’s Cobre Panama mine.The vote on whether or not to repeal the law will be held on Dec. 17 and the results will be binding, the president said Sunday.The decision by the government comes after protesters took to the streets in Panama demanding the government rescind the contract with First Quantum.The referendum brings fresh uncertainty over the company’s operations in the country.The company and Panama’s government reached a deal in March that supposedly ended a long-standing dispute over profit sharing at the mine and included substantially higher payments to Panama. OTTAWA — Bank of Canada Governor Tiff Macklem says fiscal and monetary policy are rowing in opposite directions, making it harder to bring inflation down. Macklem is appearing before MPs on the House of Commons finance committee after the Bank of Canada’s recent rate decision and quarterly economic projections. In response to questioning from Conservative MP Jasraj Singh Hallan, the governor says government spending is working at cross purposes with the central bank’s efforts to bring inflation down.The governor says that according to federal and provincial budgets, government spending aggregate will grow faster than supply in the economy over the next year, adding upward pressure to inflation. A man convicted of killing his girlfriend’s toddler in Maplewood is now charged with the murder of his cellmate, who was a sex offender, at the Lino Lakes prison.Kyle John Kelbel, 42, told a correctional officer on Oct. 5 that his cellmate was dead and made comments indicating he’d killed him, according to a criminal complaint filed Monday by the Anoka County attorney’s office. GUILDERLAND, N.Y. (NEWS10) -- The Guilderland Police Department announced they are investigating a rollover crash that occurred on October 30. On Monday afternoon, upon arriving at the scene, police determined that the driver of a Volkswagon Passat had been traveling eastbound when they lost control of the car after passing another vehicle. The Passat preceded to flip over, resulting in the ejection of the driver, identified as Noah Crawford, 27. Emergency medical personnel transported Crawford to Albany Medical Center to be treated for non-life-threatening injuries. No other vehicles were involved in the crash.
